- Applicant must have a minimum unweighted GPA of 2.5
- Applicant must demonstrate financial need

- Applicant must plan to attend a college, university or technical center in Hillsborough County
- Applicant must demonstrate a record of community service, school involvement, leadership and high moral and ethical character
- Applicant must be a resident of the City of Tampa
- Applicant must be a graduating High School Senior
- Applicant must demonstrate financial need
